Construction was completed in 1967. It has a normal surface area of 56 acres. It is owned by Mncppc-Upper Rock Creek. Upper Rock Creek Watershed Site 1, also known as Lake Frank is of earthen construction. The core is earth. The foundation is rock. Though originally completed in 1967, the structure was modified in 1967. Its height is 78 feet with a length of 576 feet. Maximum discharge is 24317 cubic feet per second. Its capacity is 7854 acre feet. Normal storage is 785 acre feet. It drains an area of 12.2 square miles.
